Sandy was born in Pine Bluff, Arkansas, on November 23, 1957.  She graduated from Pine Bluff High School in Pine Bluff, Arkansas in year of 1976.  She worked as an ophthalmologist assistant in Pine Bluff, and married Stanley Tolbert on June 27, 1986. Sandy and her husband moved to Philadelphia, Mississippi, in the year of 1987 where she opened up a local dress shop, Sandy’s Casuals. Survivors include her husband, Stanley Tolbert of Philadelphia; daughters, Sunni Carol Phillips (Nicholas) of Benton, AR and Cari Nicole Fisher (Justin) of Houston, TX; son, Nathaniel Gale Tolbert (Terrie); mother, Eunice Jones, all of Philadelphia; brother, Roy L. Jones of Raleigh, NC; grandchildren, Hadleigh Vowell, Carlee Vowell, Anson Vowell, Jamee Kate Vowell, Alek Tolbert, Paxton Phillips, and Crae Fisher. Sandy was preceded in death by her father, Roy Jones.Pallbearers were Rodger Pittman, Shon Kirkland, Andy Kirkland, Cyrus Ben, Clark Reynolds and Simeon Deweese.  Honorary pallbearers were Larry Wilson, Wade Breazeale, Timmy Breazeale and Cassidy Byars.
